Restore iPad with Apple Configurator 2 without updating iOS

We have a device that the users' couldn't remember the PIN and just kept guessing until they completely disabled the iPad and then rebooted. So I'm unable to take any action via our MDM. I need to restore it with Configurator without upgrading the version of iOS it's running. It uses an app that only supports up to 16.6 currently with iOS 17 support coming "sometime" in December.

Is this possible?

After many phone calls and LOTs of time on hold I was told that its not possible to not upgrade when restoring/reviving with Configurator 2. I went ahead and let it update.

I'm not sure if Apple still has a signed version of iOS 16 available. If not, then you don't have much choice. There are third party tools that can be used to download the IPSW for iOS 16.
