Apple one family across state lines
I’m trying to invite my sister to my family account but it says country or region doesn't match. We live in the same country but different states. It should work what am I doing wrong?

You should both check your country settings as outlined in this support article. Change your Apple ID country or region - Apple Support
I haven't seen it recently but in the past if somebody clicked on a web page link to a track in another country's store, they ended up having their own store partly reconfigured.
