If I buy an apple watch with GPS + Cellular in the USA, will the cellular thing work in Colombia? I know it is supported by one (1) carrier here (Claro), but I wonder if the place of purchase affects the functionality of it.

If it is an Apple Watch series 9, then maybe. If it works, it will be up to the Colombia carrier to support the Apple Watch

If it is an Apple Watch Series 8 or older, then NO, absolutely NOT.
The Series 8 and older had Canada, U.S., Mexico, Puerto Rico radios and the rest of the world radios. The Series 9 appears to have the same model for all locations except China.
NOTE: The warranty is country specific. If you want warranty service, you will have to either return to the U.S. or pay for any warranty repairs out of your own pocket.
