Family share with same ID

I have an iPad and iPhone. Sometimes I will listen to music on my phone while out and about or in the office and have something on for my kids on my iPad. But I can't do this, I've upgraded to family sharing but can't figure out how to fix this issue. It keeps telling me to upgrade if I try to play both together. Help

iPhone X, iOS 16

Because you can only play Apple Music on one device at a time when you are using a single Apple ID regardless of what Music Plan you subscribe to.

Why this limitation exists, only Apple knows. Probably some anti-piracy measure.

You can create an Apple ID for a child if required, and have the iPad logged into that if you really need to play music for them separate from your device.
