If your iPad Photo Library and other Apps were previously synchronised using iCloud, all your Photos and files synchronised with iCloud will be accessible (and will be synchronised back to) your new iPad when you sign-in with the same AppleID.

If you have a pre-existing iCloud or iTunes backup of your old iPad, this backup can be restored to your new iPad either during or subsequent to initial setup:

Set up your iPhone or iPad – Apple Support

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

While App data is included with device backup, the Apps themselves are not. Instead, Apps must be installed on your replacement device from the App Store - this process usually being automatic.
