Music showing in my devices tab in itunes on my laptop is not showing in my iphone

I have a number of artists and songs which clearly show in the "devices" drop down in my itunes account on my laptop that are not visible in my iphone.

iPhone not syncing music properly with iTunes on Windows 11. I built a new computer and moved my large music hard drive into it. I've given it authorization, installed the latest iTunes (iPhone IOS is 18.3), imported music folder and when I look in iTunes at the device, it shows zero music. When I look at the iPhone settings->general->about, it also shows 0 songs. Yet when I open the music app on the iPhone there is music in there and I can play it (also when turning off wifi and in airplane mode), so it's definitely on the iPhone. I can also play all of the music on the computer through iTunes no problem. If I go to the library and select a bunch of artists and then sync, the ones already on the iPhone are duplicates (two of each song listed). Yet when I deselect the artists that are on the iPhone and sync, it goes back to showing none listed (in iTunes) but they are on the iPhone still. This is annoying. I have reset sync history, I deleted through the iPhone storage area. Nothing seems to work. Any ideas?

Itunes shows songs on iphone, but music app does not Iphone 12, IOS 16.5.1 (c), Itunes 12.12.9.4 on Windows 11 22H2. If I plug my iphone into my computer and select it in Itunes and then select "Music" under "Devices", it shows mostly the same songs as the Itunes Library after I sync. However, there are many songs that are not "seen" by the Apple Music app or another app. I have tried using the "Iphone Storage" technique to remove all the music and then resync to no avail. I don't know where to start. Either Itunes is wrong, or the apps are wrong, but I don't know how to figure it out. Another note is after this "delete and sync", the running information at the top shows about half of my songs. Seems screwed up in multiple places.
