How to cancel icloud plan on iphone without the iphone

iCloud Plans are tied to your Apple ID, not a specific device.

You can access your iCloud account and its storage at https://icloud.com from any device including your new Samsung.

Unfortunately you will need an Apple device, or at least a Windows PC to cancel your iCloud subscription.
