Why is Apple is still trying to charge me $17.99 for Hulu after I just switched my payment plan??I switched to the $7.99 payment plan and was charged the $7.99 but when I tried downloading a new app to phone I can’t because Apple is still trying to charge me $17.99 for Hulu.

How do you know those 17.99 are for Hulu. Apple charges appear only as "apple.com/bill" on your payment method's statement.
If the charge explicitly says its for Hulu, then you are being charged by them directly, not Apple. You would need to go to their website, and cancel it directly with them.
