Conditional highlighting not working on the tenth rule

I selected the entire column.

Rule 8 is "contains” NJ with the selected color

Rule 9 is “contains” Philadelphia with selected color

When creating rule 10 with “contains” Baltimore with selected color I get nothing.

Little help.

I managed to create 15 Conditional Format rules.



Rule Number is in Column A.

"Text contains" and the text and the Highlight result in Column B.

Column C is a test of those Conditional Highlighting rules.


Note that there is a hierarchy. For example, "Banana" in Column C follows Rule 1 ("Text contains A" > Green Fill) because the first "a" in "Banana" overrides Rule 2.
