why isn't the apple music library setting "add playlist songs" toggle not working?

whenever i go to add a song to a playlist the entire album adds itself so i have the full albuk stuck, then when i check the settings to change it the toggle button turns itself off immediately when i add a song. ie: i turn the toggle to do not add whole album flick to apple music add a song to

playlisy and whole album is added and the toggle is turned back on. i have latest updates how do i fix this!!!
