my photo say they've been uploading for two months! I can't see any photos I have taken after July 15
my photos on my mac say uploading now for two months. I can't see anything on my mac that I took on my iphone after July.

Are there any items listed as "Unable to upload" or "On this Mac only" in the status bar in Photos for Mac? If yes. to have to identify the problematic items and remove them from the library. As long as the Mac is stuck on uploading items that it cannot process, it will not download new photos from iCloud.

You may also want to make sure, that you are neither running out of storage on your Mac nor in iCloud.
