To try to answer that question :

There are a very many possible reasons. We have so little info. to go on, we can't guess.

For starters: Are the AirPods compatible with the device, and it operating system ?

Does the firmware on the AirPods need updating ?

Have the two been connected before, or are they being connected for the first time ?

Have you tried resetting the AirPods, and restarting the device ? (ie: restart to re-establish connections)

Are AirPods well-charged, and in discovery mode (flashing white) in order to pair ?

If so, and if you haven't already, you might want to try wearing your AirPods, 

and 

(for example): on iPhone: Try Settings > Bluetooth > tap "Not Connected"
