iPhone 13 (iOS 17) Wi-Fi Auto-Connect Challenge: Delayed Redirect and Connection Dropout

I'm a college student relying on campus Wi-Fi, which requires a sign-in via a local IP login page. The problem lies in my iPhone 13 with iOS 17, as it experiences a 1-2 minute delay in auto-redirecting to the Wi-Fi login page upon unlocking. Additionally, the device fails to auto-connect or simply say doesn't maintain a stable connection while in lock screen mode, in case I'm updating or installing some apps.
