Horizontal lines suddenly appears on 2022 13" Macbook Pro
multiple lines appearing out of sudden on the screen. Just out of its 1 year warranty. Is this a common issue?

Not common on a 2022, but does point to a hardware issue.
In or out of warranty you can get a free over the counter 'Apple Service Diagnostics' test /assessment
