How to get old photos back if i made a new iCloud?

You log into the old iCloud account and download them to your device or computer. If you go to iCloud.com and log in there you can see them in the browser Photos app. Select them and then click the down arrow in the app.
If you cannot do that then they are lost unless you already have them backed up elsewhere.
