Every time that I try to reset my security questions it wont let me and says there is inufficient information

Apple will not help reset security questions because they are no longer supported. What they might be able to help you with is setting up two factor authentication instead which replaced security questions several years ago.

Your next recourse will be to try to change to two factor authentication as outlined in this article --> Two-factor authentication for Apple ID - Apple Support Follow the instructions in the section "Turn on two-factor authentication for your Apple ID"

To change security questions: First, you need to know your apple id email and password. Without that this won't work. Go to iPhone or iPad, go to settings > mail > accounts > icloud and enable 2 factor? (Note you need to choose iCloud even if its a third party email.)

Setting up two factor won't let you reset security questions. It will just start your account using two factor instead of security questions.
