My passwords weren't imported when transferring my old MacBook Pro contents to the new one

I purchased a new MacBook Pro -Sonoma- few days ago (after my old one died). After setting it up, I realized that my passwords were not imported... Any help, Please. Thank you

I could not transfer to new mac because the old one won't start. even the tech guy gave up!
I used the same Apple ID to log into the new laptop. My mails, calendar, contacts.. everything except the passwords loaded up in the new laptop.

I see, so you are relying solely on an iCloud sync ....

I would verify from >System Settings>AppleID>iCloud > that you have enabled the Passwords & Keychain

option.

if you were not using this feature prior to your data loss, with no other backup...I suspect you are starting over.

I would not wait for a catastrophic failure to get the backup religion—

If you value your user data

3-2-1 Backup Strategy: three copies of your data, two different methods, and one offsite.

More than one device, more than one backup methodology.

Keychain Access.app

typically the keychain retains the original admin password, if the admin was changed a new keychain is created.

I never had an issue moving to a new machine from a backup...

The most trouble free way to move to a new machine, is using the Setup Assistant on the initial boot of a brand new machine— you have one shot here. Set up your MacBook Pro - Apple Support

The second best way is use the Migration Assistant.
