Just got a new iphone 12 and when i went to pair my apple watch to my phone it said the watch needed to be updated to be paired.
The watch says i need to accept the terms and conditions through the apple watch app on my phone.
The only issue is my phone is not loading the terms and conditions for me to accept to update. I don’t know what to do. I’ve reset the watch and the phone, updated the phone to the newest update.

take the watch out of the equation for now
watchOS 9 requires a phone with ios16 or newer
watchOS 10 requires a phone with ios17 or newer
so your first step is to get the phone updated if it's not running the required ios versions
if you experience problems updating from the phone itself then you can update the phone using a computer
