How to factory reset my Ipad (9thGEN)?

Bought new 9th GEN Ipad last week. Pretty sure I totally screwed up the install/startup. I now have an AppleID and ITunes installed on my Windows 10 PC. I think I want to factory reset the IPad. Will that make it act like brand new when it restarts.
