Can Apple iPhone Be Used in Venezuela?

My cousin is returning to Venezuela. She has a Venezuelan bought phone with a physical SIM card. If I were to buy her an iPhone, could she use it in Venezuela, if it has a eSIM? I was thinking for buying her an iPhone 15 Pro Max (256 GB).

An iPhone should only be purchased in the country where it will be used. Among the reasons are that Apple’s warranty is not valid in a different country, the SIM setup may or may not work, and AppleCare would not be honored.
