This Apple ID is not active I can not Turn Off Find My Iphone

This Apple ID is not active. I cannot turn off Find My iPhone. I have already called Apple support multiple times and they said they don't know what happened and we cannot activate Apple. Now my owned phone is held as hostage. I cannot reset. I cannot add a new ID. Its a brick in hand.

I hope someone can help me out. It's been 5 days and I cannot access anything. Can Apple Support help me out?
