what do i do if my phone is permanently locked and i dont remember my apple id password because ive tried getting back into it for the past 8 months

my cousin gave me her old phone almost 8 months ago and people tried getting into it which caused it to be permanently disabled and i dont know what to do because i dont have the money for a new one and i dont know how to fix this one

There is nothing you can do unless you know the Apple ID and password that were used when it was set up, or if your cousin can reset the password using her Apple ID email address. The phone is activation locked, which is a theft deterrent feature of iPhones.
