What is the application that complains with "The session will resume automatically when the connection improves"?

In the morning, I unlocked the iPad, and on the screen, I see the following message:

When I go to Home screen an try to remove the app showed the black screen with the message above, it cannot be deleted (pointed with red arrow bellow)

What is this application and how can I control its connections?
