To rule out a software issue, try to set the iPhone back to factory settings, using your computer:
Restore your iPhone, iPad, or iPod to factory settings - Apple Support
Make sure to back up your data before that.
Then set it up manually, without using the backup at first and test it.
If there are no more volume issues, restore from the backup and test it again.

Do you have a case attached to your iPhone, which might press the volume buttons on the side of the iPhone?
Does this happen while on a call, or during playing music, for example?
Do you wear AirPods when the volume changes?
