My iphone 11 and iphone 15 shares the same apple ID. I deleted all photos from recent deleted photos in iphone 11 only wants to keep the photos in the new phone. But ended my photos were also deleted from the new phone. Tried retrieving from icloud backup but couldn't find. Any ideas how can I get my precious photos back?

No way to retrieve them, sorry.
When you sync your pictures using iCloud Photos (and share them), they are synced, not backed up. That means that if you delete 1 picture from your iPhone, that picture will be deleted in iCloud too, and viceversa.
If you want to save your pictures on a regular basis, save them on a computer, using this procedure:--> Archive or make copies of the information you store in iCloud
