Uninstalled apps

I accidentally uninstalled an apps but when i want to install again it still open on appstore. the apps become like this. I can’t open it. Ios 15

Can no longer remove apps from the Iphone after upgrade to ISO18.3 I just now noticed that I can no longer remove any apps from the app library or from the Home Screen of the Iphone itself. The only option allowed is to "Remove from Home Screen", but no window titled "Delete App" is available at all. I did carefully read the Apple's own instruction manual on deleting apps, but information is missing on the popup windows now on my Iphone and does NOT correspond to the information in the guide. This problem started after upgrade to IOS18.3 I have an Iphone 14 model. Right now all my apps are frozen in place. Any ideas how to fix this problem?

That ‘cobweb’ is a placeholder for a missing app icon. That app hasn’t completed the download, or the system software failed to load it correctly. Check the App Store app. Try restarting the device.
