Weather Widget on iOS 17 Lock Screen says "Weather Unavailable"

The weather widget on the iOS 17 lock screen on my iPhone 14 Pro is saying "Weather Unavailable" even though the weather is loading fine on the iOS 17 home screen widget. I tried resetting the location settings and the privacy identifier, and the weather loads fine on the Lock Screen, but then it says "Weather Unavailable" again. When I reset the location settings and the privacy identifier again, the "Weather Unavailable" message on the Lock Screen Weather widget does not disappear. This could be caused by a bug in the Lock Screen Weather widget on iOS 17.
