When I connect my external DVD player via a USB C adaptor to my MacBook Air, I get this message: “USB Accessory Needs Power. Connect 'Apple USB …' to a USB port on this Mac. What does that mean? What am I not doing?

It means you need to connect the player directly to the Mac with no hub or dock in the path. A simple passthrough adapter should work.
If you're not using a hub or dock and still getting the message try it on a different Mac or maybe even Windows PC to rule out a defective player.
I’ve have little luck with USB powered DVD players/burners with my notebooks. Look to see if your DVD player has a jack for an external power supply. If it does then check on the manufacturer’s website for the power supply specifications required.
Also your DVD player may require more current than what the Mac port can provide.
