Charged 15.99

Hello i was charged 15.99 for my hbo subscription which the money was not due yet and yet your app still took my money and I cannot download any apps now can you fix this

Why am I being charged for free trail of a subscription? I started the free trial and cancelled it on the last day, my cashapp card is locked and I got a new phone because my previous one broke, so even if I wanted to pay that I can’t because I can’t get cashapp while owing the App Store money, in the App Store it says I’ve cancelled the subscription but when I go to my billing history it says there’s a 32.21$ charge pending, what can I do about this?
