Why can’t I turn off mobile data for a specific app?

I’ve noticed for an app I recently downloaded that I don’t have an option to turn off mobile data. This is when I go to Settings -> App name. Usually there is an option to turn mobile data off (see first image). But in this case, it doesn’t exist (see second image).

For Spotify, I have the option.

For this new app, I don’t :(

As the app does have ads/banners, it definitely uses mobile data when open.
