Morocco doesn't exist in the list of Countries

I'm looking forward to extending my iCloud capacity by ordering additional storage space. but I can't find Morocco in the list of Countries to make the order.

That’s because Apple doesn’t offer it in Morocco. You can send feedback to Apple but I suspect it may also have something to do with laws in your country.
