How or WHY does Mohave change files from JPG to PNG when uploading to WordPress?

I have various users uploading image files a couple are running Mohave 10.14.6. When they upload jpg files they find pngs at 5x or more density saved to the server. Why is this and is there a way to fix it short of using a higher OS?
