How do I get a Sum for 16 columns, that contain currency of 23 total columns and 86 rows, do I have toSum, row by row or is there a quicker way?

Now sure whether you have 16 columns or 23 columns, but let's just assume 3, as the approach is the same.
Set up the SUM function for the first row.
In this example =SUM(B2:D2). In your case the range within the SUM function will be larger.
Then select the cell with the formula and drag the yellow dot down to "fill" the formula into the cells below.
Result:

G2:U2 is an address range. It is not a Function, so Numbers doesn't know what you want to do with that range of cells. An address range can be, for instance, the parameter for a number of Functions that deal with a collection of values. SUM is one Function that operates on a collection of values.
Just for fun, drag across a range of cells, in a row, or column, or a rectangular selection, and look at the Statistics for that collection displayed at bottom of the Window. See below an example where I selected all the cells in the "Actual" column of a table.
Now, if you wish, you can Drag one of those capsulized statistics calculations into a table cell and the result will be the same as if you had programmed that cell that you dragged the capsule into. A great way to explore some functions.

Instead of typing G2:U2 try typing =SUM then with your cursor selecting the range G2:U2 until the formula looks similar to that shown in my screenshot and then hitting <enter> to accept the formula you have entered.
Let Numbers do some of the work entering the formula.
Highly recommend having a look at the User Manual at Help > Numbers Help to familiarize yourself with the basics of using Numbers. That can save you a lot of time.

Here is what I have
I have 23 total columns, 16 only contains contain currency values I need to SUM, so I entered = into W2 and typed G2:U2 an red triangle.
What am I doing wrong?
Once I get this row totaled how is easiest to update the remaining rows, but repeating the correct way to get row totals.
