"Add to siri” suggestion won’t turn off

When operating some of the apps on my iPhone 11, the "Add to siri” suggestion keeps popping up despite I turned off everything related to Siri in Settings.

It's annoying as I always have to wait for the "Add to siri” suggestion to disappear before I can continue operating the app.

Please help.
