I am trying to set up my Apple Wallet on my Apple Watch but it says it requires a passcode. I believe I did create a passcode when I was setting up my watch but now when I open settings all the options to turn the passcode on or change it are greyed out. How can I solve that?

You may have Screen Time Restrictions set to ON on your iPhone that is paired with your Apple Watch.
Perform the following action on your iPhone:
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Passcode Changes : Set this to ALLOW
