When I try to open website in safari 13.1.2, it tries to load, you see the website, then goes blank. Why? How can I fix this in Safari. I can't upgrade to a higher iOS as I don't want to buy a new computer. Why won't safari open all urls?

It is quite likely some websites simply will not behave with such an old version of Safari.
First be sure you aren't using any odd Safari Extensions / VPNs / non-Apple "anti-virus" / "Internet security" junk that might cause that behavior, as well as other suggestions described in If Safari doesn't open a page or work as expected on your Mac - Apple Support.
After reviewing all those suggestions consider using a different browser. Consider Brave, or Firefox, and in that order:
