Family Sharing set up ... I'm in Georgia. Sharing with another in Florida no problem. Share invite for another in South Dakota fails country/region does not match. All are set to "united states".

Living in a country does not mean the Region setting it set to that country. You can happily live in the US and still have your Apple ID set to Japan or something. They are not linked in any way
Physical location has no ties to the actual setting for it.
You are free to believe its correctly set, but I would wager it is not.
Yes, you can only be part of one Family Group at a time, but that would produce a different error.
If its saying the region does not match, then I would double check that. Its hard to believe it would issue that specific error if it was wrong.

Apple Support just told me you can only be in one group. If true, that's DUMB. And also if true, the error message is 100% misleading.
Will try to test this theory with another.

and again, country is United States on all involved, because that's where they live!
