Migrate or not?
I have a 2019 MacBook Pro and will be purchasing a new MacBook Pro. Currently, I have a virus on my computer. Will the virus transfer to my new computer when I migrate all of my information?

You do not have a "virus". You may have malware installed.
FWIW, when I get a new computer i only migrate my data from the old computer to the new computer. If I have needed apps I do a clean install of those apps on my new computer.

Since there are no virus on the Mac—
Malware/adware tends to get shut down, however if you are concerned deal with the issue before you migrate to the new machine.
Uninstall all third party apps that are Cleaners/Optimizers/VPN/Anti-Virus
all known to cause issues on the macOS
