Why can’t I download a free app because no card on file?
Why doesn’t App Store allow me to download a free app if my billing isn’t updated? It’s a FREE app?!? Super annoying!

A valid and verifiable payment method is required, even if the apps are free.
This is a requirement of the App Store and iTunes Store.
Once the payment method has been added, and correctly verified, it can be removed, and should not ask for it again.
