Emergency alerts silenced in focus modes

I’ve missed multiple emergency alerts when focus is mode is on such as flood alerts and amber alerts.

is this a bug or some odd function you have to turn on to get emergency alerts when a focus mode is on? This is rather dangerous if you have to specify in focus mode to allow emergency alerts.
