I backed up my ipad air 2 to icloud, then restored that backup to my new ipad pro. I would now like to reuse the ipad air, so I removed all data, figuring I would restore it from an old iCloud backup. However, all of the icloud backups were from the new ipad pro and could not be used.
I'm now hoping I can copy the apps from an iphone that uses the same appleID. So far, I can't find how to do that.

Subsequent to the initial device backup to iCloud, backups are incremental. As such, the behaviour that you may observe is entirely normal. You can only restore a backup to a device that has the same or more recent version of iOS/iPadOS than created the backup.
Apps are cannot be directly transferred between devices. Instead, purchased Apps must be downloaded and installed from the App Store.
Not all Apps will, necessarily, continue to be available for older versions of iOS/iPadOS. Apps may have been removed or retired from the App Store by the respective App Developer. Some Apps may have been abandoned - and may not be compatible with the new device. Where a compatible App is not available, you’ll not be able to reinstall the App.

Thanks for the info. About 4 months ago, my wife was using the ipad Air with her apple id. I did make a backup before erasing it to restore from the most recent icloud backup. But the only icloud backup was for my new ipad, using a different apple id. I thought the backups were unique for device + appleid. But there were none. Do icloud backups get erased?
