Tmobile unlocked but phone says sim restricted

i got a 13 pro max from my boss and he recently got an unlock request granted and Tmobile says phone is unlocked but when i pop in my sim it says sim not supported and sim restricted still

iPhone 13 Pro Max, iOS 17

Good luck. T-Moble is notorious for saying they have unlocked it but they didn't.

Honestly, it would be less of a headache to just stay with T-Moble or get a new phone.
