Blocking someone from hitting Apple Cash
Is it possible to block a person or a merchant from hitting my Apple Cash account?

Define "hitting"?
Unless you make a payment or activate a subscription with said person or merchant, no one can "hit" your Apple Cash account directly.
You need to manually go in a make a payment and choose Apple Cash for that to happen.
If you subscribed to some recurring subscription using your Apple Cash card as the payment method, then you would need to cancel this subscription with however it was you started it with to stop the charges.
