Why does Apple Cash not have protection against scammers?

I understand Apple Cash is like face-to-face giving someone money, but it really isn't, and it's too easy for scammers to get your money and you have no recourse.

Why doesn't Apple have some kind of protection for it's users against this sort of thing, like PayPal does?

Apple Cash is a prepaid debit card and a different financial instrument than PayPal accounts. Prepaid debit cards are essentially just like cash and offer few if any protections. Apple Cash actually is unique in offering a few protections, such as FDIC insurance, which few, if any, do.

The terms and conditions you agreed to when you opened the account clearly indicate that the use of Apple Cash is just like using cash for a transaction.

That may be so, but in an actual cash transaction you would immediately get the item and you would be dealing with an actual person. Too many variables in a virtual transaction that isn’t protected. Saying someone agreed to something in a big long document full of legalese makes it “ok” is the last bastion of scoundrels. Needless to say, I will no longer use Apple cash.

No one here is a scoundrel. Apple Support Community is a public discussion forum for fellow Apple users to connect and assist each other. People who answer questions are volunteering their time and energy to assist fellow Apple users.

I’m sorry you don’t like the answer. You asked why and you received the answer. I understand the answer wasn’t what you were hoping for, but it’s fact. You and I have different approaches to protecting our financial assets. I spend the time and energy to learn how things work and what their limitations and restrictions are. I’m willing to freely share what I’ve learned, both from experience with the service and researching the limitations. Then I pick the financial product that best meets my needs. I use Apple Cash nearly everyday. But there are limits to the usage. I value the protections that credit cards offer and use them accordingly.
