Apple Pay can’t offer fraud protection. Apple Pay is an encrypted data transmission service. It encrypts your financial and personal data and keeps it from being accessed and stored by the merchant. If the merchant is hacked, hackers can’t access your encrypted data.
Your bank (not Apple) approves or declines the merchant payment you attempt with your card. The bank assumes all risk for fraudulent transactions. Any fraud protection will be provided by your bank and/or Payment Network Operator (Visa, Mastercard, American Express etc.).
