When I try to download the app it won’t work so I need to know what happens with it because it says that my iTunes account and apple account is disabled so I can’t download anything on this phone

It doesn't say your Apple Account, it says the App Store account. If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support
