No carrier anywhere in the world offers free cellular network access. Even if you are unemployed. Building and running a cellular phone network – or renting one from another carrier, to rebrand – takes a LOT of money. The phone companies aren't in business to lose money by giving free service to you.


In the U.S., there is a program that can subsidize the cost of Internet or phone service for qualifying households. This is at the Federal level – if you are in the U.S., there might be a State-level plan where you live.


FCC – Lifeline Program for Low-Income Consumers which links to the site of the administrative company

USAC – Lifeline: Lowering the monthly cost of phone or internet service


Even if you qualify, and it covers cell phone service, the maximum subsidy is $9.25 per month.
