Webpages appear normal, checked accessibility settings and general app fonts both are normal. Could this be a setting I set in safari that no longer has a control since upgrading to newer os? Why isnt there an Aa button on the start screen?

Do you have "Text Size" in your included controls in the Control Center? And did "Safari only" somehow get set to 310% (when you tap Text Size in Control Center you have a slider option to change text size in current app or in all apps). You can pull Safari only back down. Hope that's the easy fix.
