As you can see, the address bar is not in the photo. I would like to make it so the address bar never disappears while surfing the internet.

The address/search bar disappears automatically when you scroll down. You would need to tap the status bar (or scroll back up) to make the address/search bar reappear. I don’t know if any setting that would force the bar to stay displayed.
