How to backup my photos to iCloud
iPad with significant amount of photos. Have iCloud + with 50 gb of storage and only a small number of photos are being backed up

Have you enabled iCloud Photos? If not, your iPad will not synchronise the iPad's Photo Library with iCloud Photos:
Settings > [Your Name / AppleID] > iCloud > Photos > Sync this iPad - set to ON
